That "13,000 lb maximum towing" on the window sticker is measured on a stripped truck with a 150-lb driver and nothing in the bed. Your number is smaller, and it's decided by payload, not horsepower. Payload — the number people actually run out of — is derived: payload = GVWR − curb weight. The tire sticker usually prints it as "The combined weight of occupants and cargo shall not exceed X lb." Tongue weight is 10-15% of the loaded trailer for bumper-pulls (aim for 12%) and 15-20% for fifth-wheels and goosenecks. Dividing by a percentage is why payload hurts so much: at 12%, every 100 lb of payload supports only about 833 lb of trailer, so a toolbox and a passenger can cost you 1,000 lb of towing.
Take a crew-cab half-ton — GVWR 7,350, GCWR 17,000, curb weight 5,500 — with 700 lb of family and firewood aboard, pulling a travel trailer at 12% tongue:

Then the counterexample: a 15,000-lb fifth wheel at 18% tongue drops 2,700 lb onto the truck. Configuration swings every column: diesel engines add weight (cutting payload) but add cooling and torque (raising tow ratings); 4WD, big cabs, and sunroofs all eat payload. Two trucks wearing the same badge can differ by thousands of pounds, which is why the stickers on YOUR truck are the only numbers that matter.
A weight-distributing hitch makes a heavy bumper-pull steer and brake properly, and your owner's manual probably requires one above 5,000 lb or so — but it redistributes weight, it doesn't create payload.
