Deleting a page should mean the page is gone, and here it does: the exporter copies only the pages you kept into a fresh document, so anything you removed — the duplicate agenda, the blank scan, the page with last quarter's numbers — never exists in the output file at all.
A 12-page board packet contains a duplicated agenda on page 3 and a blank back-scan on page 9. Open the file, click × on both thumbnails, and the status line reads "10 of 12 pages will be in the output." Download and the new PDF contains pages 1, 2, 4, 5, 6, 7, 8, 10, 11, 12 in their original order — no page 3, no page 9, and nothing from either one searchable in the copy. The 12-page original stays untouched for the archive.

Yes. The download is a new PDF assembled by copying only the pages you kept, so the deleted pages — their text, images, and form fields — are not present in the output at all. They're not hidden, commented out, or recoverable from the downloaded copy; keep your original if you might need them back.
